The Internal Affairs Ministry administrative order for issuance, extension and recovery of visas for foreign citizens and stateless persons (The Internal Affairs Ministry Order from 04.12.2019, № 907) has been amended.
Section 110.4 has been added to the Order, according to which in case foreign citizen cannot exit the Russian Federation due to restrictions or quarantine in their country of residence because of sanitary or epidemiological situation, such foreign citizen can apply for visa extension for 90 days. Number of such extensions is not limited.
ATTENTION! This amendment is not straightforwardly connected with Covid-19 situation and will not apply to foreign citizens who are currently staying in Russia based on President Order № 791 from 15.12.2020 «On the extension of temporary measures for legal regulation of the status of foreign citizens and stateless persons in the Russian Federation in connection to the further spread of the new coronavirus infection (COVID-19)».
Foreign Citizens who currently stay in Russia and whose visas expire in the period from March 15, 2020 till June 15, 2021 do not have to apply for visa extensions. Their visas have been extended automatically.
This amendment applies to cases when foreign citizen cannot exit Russia due to restrictions, connected to epidemiological situation in the country of their permanent residence, which were a consequence of an infection of any kind. At the moment there is no commentary from government agencies regarding types of documents which foreign citizen can supply in confirmation of such situation in their country of permanent residence and their inability to exit Russia.
